Kazakhstan Army may be used against swinging the situation inside the country. President Nursultan Nazarbayev instructed to study the existing capacities of the country's Armed Forces and set several tasks to the law-enforcement authorities, Tengrinews.kz reports citing the President's official website.
"Nursultan Nazarbayev stressed that it was important to enhance the role of the Armed Forces in ensuring security of the country, communities and citizens considering the external challenges. The Defense Ministry was instructed to once again analyze the range of capacities of the Armed Forces that may be used for countering attempts to destabilize the situation inside Kazakhstan," President's press-service writes.
President stated that it was necessary to step up the fight against terrorism and extremism.
"A State Program on Countering Extremism and Terrorism is being developed under my instruction. I believe it right to focus it on problems related to religious extremism and terrorism only. It has to be an action-oriented document that can be implemented in 5-6 years. Zero terrorist attacks is the main criteria of efficiency of the anti-terrorist activities," Nazarbayev said at the meeting in Akorda (presidential residence).
Nursultan Nazarbayev instructed all the law-enforcement authorities in Kazakhstan to define the scope of work on each direction, hold expanded meetings within one month and to approve detailed plans on modernization of anti-terrorist and anti-extremist segments of the national security.
According to the President, one of the main tasks lays in forming of a principally new legal area for the judicial system and law-enforcement authorities. The new criminal legislation has to set forth new judicial procedures, revise authorities and structure of all the chains of the law-enforcement system directly involved in protection of rights and interests of the citizens.
The President once again stressed the importance of "zero" tolerance to violation of laws in the society. This work has to involve the Justice Ministry, Nur Otan party and its faction in the Majilis (lower chamber of Parliament) and the Ministry of Culture and Information.
Another task was to take package measures for protection of Kazakhstan's borders, considering global and regional trends. Nazarbayev instructed to develop a comprehensive plan of development of the Near-Border Services and arrangement of the state borders until 2020.
Speaking of improvement of efficiency of the customs authorities, President noted the need to switch to electronic declaration of export-import operations and implement an integrated system of customs rates: "web-portal and customs authorities' gateway". He instructed to speed up implementation of systems for monitoring and control of freights delivery.
President spoke about the need to complete the process of decriminalizing of several financial and tax crimes. He noted that it was necessary to set up systematic work on detection of the most dangerous organized forms of corruption.
Nazarbayev believes it important to continue creating service centers operating along the one stop principle with a full range of services rendered by law-enforcement authorities. It is necessary to increase transparency of law-enforcement authorities and develop various forms of their cooperation with citizens. Public councils in all the law-enforcement authorities have to start a full scale work.
Nursultan Nazarbayev also noted the importance of introducing a new personnel policy in the law-enforcement authorities.
"The concept of the personnel policy has to create a new system for selection and promotion of personnel and bring education in the authorities to the world's best standards. Besides, it has to involve development of scientifically-justified standards specifying the number of employees required to accomplish a certain task depending on the real functions and loads involved. Categories or classes in law-enforcement structures should be introduced, their equipment and supplies should be improved and measures of social protection of employees of law-enforcement authorities should be stepped up," the message states.
The President also noted that law-enforcement authorities have enough resources and experience to perform the set tasks.
"Responsibility for implementation of each of my instructions will be high, in full accordance with the strategic importance of the set tasks," he said.
