Activity analysis of the Pro-Russian movement in Kazakhstan showed significant growth of threats to state sovereignty and to the current leadership of this country, which has emerged in the last year and a half. Today on the territory of Kazakhstan formed the conditions for running scenarios similar to the Crimean.
Their implementation can be carried out in case of deterioration of political situation in the Russian Federation or an abrupt change of regimes in Kazakhstan (RK), reports on 28 March 2016 monitoring project InformNapalm.
Help. Contemporary territorial claims of the Russian Federation to Kazakhstan
Growing threats to the ROK due to the return of citizens of Kazakhstan have gained the experience of warfare in the territory of the occupied Donbas, as well as the growing political activity of «Cossacks» from the Pro-Russian paramilitary organizations in Kazakhstan.
The project collected data on the citizens of Kazakhstan who took part in the fighting in the ATO zone on the side of the mercenary bands show a characteristic geographic reference: these individuals generally live in settlements near the borders with the Russian Federation, where there is high activity «Cossack» organizations and a significant proportion of ethnic Russians. From the array of parsed data about the participants of illegal armed groups from among the citizens of Kazakhstan, it follows that about 26% of them are immigrants from settlements of the East Kazakhstan region (mainly from Ust-Kamenogorsk), 17% are residents of Almaty. Also more involvement of Kazakh citizens in the hostilities in Ukraine on the side of Pro-Russian armed gangs are characteristic of Astana, Kostanay, Karaganda, Petropavlovsk.
Other than the «Cossacks», recruiting work for the complete group to participate in military operations on Donbass on the party of bands on the basis of community representations of neo-Nazi «Russian national unity» («RNE») and airsoft clubs in major cities.
Attracts attention and a high participation of former members of the Armed forces of Kazakhstan in illegal armed groups on the territory of Donbass. Among these yesterday’s military can be found former fighters of special units of the armed forces of Kazakhstan, in particular mountain chasseur battalion (in/CH 91678). According to estimates, today in the armed forces of Kazakhstan there is a significant (not less than 15%) number of Pro-Russian elements, including among officers. The probability of moving entire parts, under the flag of the Russian Federation in case of active actions on the part of the Kremlin in some areas (e.g. Eastern-Kazakhstan region) is quite high.
The obvious tendency is to bet the Russian military-political leadership on socio-political movement «the Cossacks» in areas close to the Kazakhstan-Russian borders.
February 7 was held reporting and election Congress of «coordination Council of Russian, Cossack and Slavic organizations of Kazakhstan» under the leadership Zakharov (Zakharov Yuri and «Colonel» Union of Cossacks of Kazakhstan Asylkhan of Artykbaev attended as observers-experts in Crimea and in Sevastopol during the «referendum»). This forum addressed the issue of election of deputies of the Majilis of Parliament of Kazakhstan from «Cossacks». The Congress delegates at the end of the forum adopted a resolution calling for the recognition of Astana «discrimination» of the Russian-speaking population, as well as the suppression of Kazakh national and Patriotic movement in the Republic of Kazakhstan.
Besides, Russian «Cossacks» demanded to recognize them as a separate ethnic group and provide them with quotas in Executive bodies of Central and local authorities, as well as airtime on state TV, plus pass on them to «balance» Russian drama theatres districts, oblasts and cities of Almaty and Astana, which directly contradicts the Kazakh Constitution. «The action item will lead to a monopoly of Pro-Russian organizations of the broadcasting and content in some regions, where there are threats of separatism», — experts say.
Policy of Astana didn’t let the fact that over the last 10 years various «Cossack» unions, originally created as a cultural and ethnographic society, have become paramilitary organizations with a clear Pro-Russian political orientation. Some of these «Cossack» organizations have participated in the actions of the Russian Federation on the annexation of Crimea in 2014. These organizations question the sovereignty and national identity of Kazakhstan. In particular, the numerous information resources of the Russian «Cossacks» (for example, «the Cossack network») of the Republic of Kazakhstan is referred to as the «so-called nation of Kazakhstan»), and the rhetoric in relation to the identification of the Kazakh people close to Pro-Russian rhetoric in the period of destabilization of situation in Donbas and attempts to create so-called Novorossiya.
Currently, the Kremlin has made efforts to intimidate the leaders of the Republic of Kazakhstan, that it should not take any action to eliminate potential threats. This will allow Pro-Russian organizations in the country to strengthen its position. In turn preparing the material, the Ukrainian military experts call for official Astana to act decisively and suppress any illegal activity of the Russian chauvinists, because «the events in Crimea and the Donbas have shown that the lack of resistance at the first signs of external intervention does not lead to the rejection of aggression, but instead accelerated the implementation of a negative scenario».
